If you have been shipping through TikTok Shop’s FBT program and ignoring the cost optimization announcements from April, July is the month to pay attention. Three separate FBT cost-reduction programs are now active simultaneously, and the combined savings for a mid-volume seller can reach $1,500-$3,000 per month The programs are not automatic. Each one requires a different enrollment action, a different operational setup, and a different cost-benefit calculation
This article breaks down the three programs, the math behind each one, and the operational decisions that determine whether you capture the full savings or leave money on the table
Program 1: Fulfillment fee rebate (10% on incremental volume)
From April 1 to September 30, 2026, TikTok Shop is offering a 10 percent fulfillment fee rebate on FBT volume that exceeds your February 2026 baseline. The rebate is capped at $1 per unit and applied to a maximum of 600,000 units per month. The eligibility threshold is straightforward: if your monthly FBT volume exceeds 600 units, the excess over your February baseline receives the 10 percent rebate
For a seller with a February baseline of 2,000 units and a current monthly volume of 4,000 units, the incremental volume is 2,000 units. The rebate at 10 percent of the standard fulfillment fee (approximately $3.50 per unit for small packages) is $0.35 per unit. On 2,000 incremental units, that is $700 per month in savings. Over the six-month program, that is $4,200
The catch: you must enroll in the program. The rebate is not automatically applied. Enrollment is available through the Seller Center under FBT → Rewards → Rebate Program. Sellers who do not enroll by the end of the month in which they ship the incremental volume will not receive the rebate retroactively
Program 2: SIOC (Ship In Own Container) packaging
SIOC allows sellers who ship products in retail-ready packaging to bypass TikTok Shop’s secondary packaging. Instead of the FBT warehouse unpacking your product, repackaging it in a TikTok Shop branded box, and then shipping it to the customer, the SIOC program allows your product to ship directly from the FBT warehouse in its original packaging
The savings are twofold. First, the SIOC program offers a discounted fulfillment fee for SIOC-eligible products. The discount is separate from the volume rebate and applies to every unit shipped through the SIOC program, regardless of volume. Second, the program eliminates the cost of secondary packaging materials, which TikTok Shop charges to sellers as part of the standard fulfillment fee
The requirement: your product packaging must meet TikTok Shop’s SIOC standards. The packaging must be robust enough to survive shipping without additional outer packaging. The product label must include all required information (ASIN, product name, barcode, country of origin). The packaging must not have promotional materials that conflict with TikTok Shop’s branding guidelines
For a seller who ships 3,000 units per month and qualifies for SIOC, the savings are roughly $0.50-$1.50 per unit depending on package size. At 3,000 units, that is $1,500-$4,500 per month. The qualification process is straightforward: submit your product packaging for review through the Seller Center, and once approved, your products are automatically enrolled in the SIOC program
Program 3: Oversized fulfillment fee reduction
Starting May 20, 2026, TikTok Shop reduced fulfillment fees for 16-50 pound packages by up to $5 per unit. The reduction applies to standard oversized items in the 16-50 pound range. Previously, the fee for a 30-pound package was approximately $12-$15. The new fee is $7-$10, a savings of up to $5 per unit
Starting July 2026, TikTok Shop is also unlocking oversized fulfillment for items over 50 pounds or over 26 inches on any side. This opens FBT fulfillment to categories like furniture, large appliances, exercise equipment, and large home goods that previously could not use FBT at all. Sellers in these categories who were using third-party fulfillment services at $15-$25 per unit can now potentially reduce their cost to $8-$15 per unit through FBT

Which combination makes sense for your business
For sellers shipping under 1,000 units per month with standard-sized packages, the SIOC program is the highest-leverage option. The fulfillment fee discount applies to every unit, and the packaging qualification process is a one-time operational investment. The volume rebate is less impactful at this volume because the incremental volume above the February baseline is small
For sellers shipping 1,000-5,000 units per month, the combination of SIOC and the volume rebate is the optimal mix. SIOC covers the base volume, and the rebate covers the incremental growth. The combined savings at 3,000 units per month is approximately $2,000-$4,000
For sellers shipping over 5,000 units per month, all three programs should be active. The oversized fee reduction becomes more relevant if you have a mix of package sizes. The volume rebate on 5,000+ incremental units is significant. The SIOC discount on the base volume compounds. At this scale, the savings can reach $5,000-$10,000 per month over the program period
Frequently asked questions
Do I need to enroll in each program separately
Yes. Each program has a separate enrollment process through Seller Center. The volume rebate requires enrollment under FBT → Rewards. The SIOC program requires packaging qualification. The oversized fee reduction is automatically applied to qualifying packages, but you need to start using FBT for oversized items to capture the savings
Can I combine SIOC discount with the volume rebate on the same unit
Yes. The programs are additive. A unit that qualifies for SIOC and is in the incremental volume bucket receives both the SIOC fulfillment fee discount and the 10 percent volume rebate on the discounted fee. The combined savings per unit is the sum of both
How long does SIOC packaging qualification take
Typically 5-10 business days from submission. The review process checks packaging durability, labeling requirements, and branding compliance. If your packaging is rejected, you receive feedback on what needs to change and can resubmit
Does the volume rebate apply to the SIOC-discounted fee or the standard fee
The 10 percent rebate is calculated on the net fulfillment fee, which means the rebate applies to the SIOC-discounted fee if the unit is SIOC-qualified. This is why the combination of programs produces more than the sum of the individual savings
What happens in October when the rebate program ends
The rebate program is scheduled to end on September 30, 2026. TikTok Shop has not announced a renewal. Sellers should plan for the rebate to end and treat the savings as a bonus, not a permanent cost reduction. The SIOC program and the oversized fee reduction are permanent changes
